Work permits for Singapore: a guide for international employees

Singapore operates a tiered work pass system designed to attract global talent while managing workforce composition. For international employees relocating to Singapore for corporate assignments, understanding the work pass categories and application process is essential for compliance and successful integration. The Singaporean system distinguishes between different skill levels, salary bands, and sectors, with each category offering distinct benefits and requirements. This guide focuses on the primary pathways available to skilled professionals joining Singapore employers.

While your employer manages the application and sponsorship process, this resource provides practical context on what to expect throughout your relocation.

Employment Pass for professionals

The Employment Pass (EP) is the primary work pass for foreign professionals, managers, executives, and specialists relocating to Singapore. This pass is designed for individuals in skilled roles earning above defined salary thresholds.

To qualify, you must have a job offer in Singapore, meet the minimum monthly salary requirement (which varies by age, sector, and experience level and is adjusted regularly by the Ministry of Manpower), and possess acceptable qualifications (typically a recognised university degree or specialist skills and experience).

The EP uses a points-based assessment framework (COMPASS) that evaluates candidates on salary, qualifications, diversity, and support for local employment. Employers with strong track records and diverse workforces have higher approval rates.

Employment Passes are typically issued for up to two years initially and can be renewed for up to three years per renewal. EP holders benefit from the ability to bring dependents (spouse and children), apply for permanent residence after meeting eligibility criteria, and change employers with relative ease (subject to new EP approval).

S Pass for mid-skilled workers

The S Pass is designed for mid-level skilled workers in technical roles. This pass has a lower salary threshold than the EP but is subject to quota restrictions based on the employer’s industry sector.

To qualify, you must meet the minimum monthly salary requirement (lower than the EP threshold), possess relevant qualifications or skills, and work for an employer with available quota allocation. S Pass applications are also assessed using the points-based COMPASS framework.

S Passes are issued for up to two years initially and can be renewed. S Pass holders can bring dependents if they meet higher salary thresholds and can apply for permanent residence after meeting eligibility criteria.

Personalised Employment Pass

The Personalised Employment Pass (PEP) is designed for high-earning professionals who wish to work in Singapore without being tied to a specific employer. This pass offers greater flexibility than the standard EP.

To qualify, you must currently hold an EP and earn above a significantly higher salary threshold, or be an overseas professional with a job offer in Singapore meeting the same salary requirements. The PEP is valid for three years and is not tied to an employer, allowing holders to remain in Singapore for up to six months between jobs without losing status.

The PEP is non-renewable. After three years, holders must transition to a standard EP with a new employer or apply for permanent residence.

Application process and timeline

Work pass applications are submitted online by the employer through the Ministry of Manpower’s EP Online system. Processing times for EP applications are typically one to three weeks if all documentation is in order, though COMPASS assessments and additional reviews can extend this period.

Once approved, the employee can enter Singapore using the In-Principle Approval (IPA) letter and complete the work pass issuance process within six months. Upon arrival, the employee must complete a medical examination at an approved clinic and collect the work pass card from the Ministry of Manpower.

Dependent passes and family relocation

EP and S Pass holders earning above defined thresholds can sponsor their spouse and children for Dependant’s Passes (DP). DP holders can apply for a Letter of Consent to work in Singapore without requiring a separate work pass from an employer, making Singapore attractive for dual-career families.

Long Term Visit Passes (LTVP) are available for extended family members, including parents and unmarried children over 21, though work authorisation is not automatic and requires separate approval.

Compliance and pass obligations

Work passes are tied to the sponsoring employer. Changing employers requires cancellation of the current pass and issuance of a new pass by the new employer. EP holders can remain in Singapore for up to 30 days after their pass is cancelled to transition to a new employer.

Pass holders must notify the Ministry of Manpower of any changes to personal particulars (such as residential address, marital status, or passport details) within 14 days.

All pass holders must maintain valid health insurance coverage. Employers are required to provide medical insurance for EP and S Pass holders with minimum coverage levels defined by the Ministry of Manpower.
